The present study was conducted with the aim of identifying the main elements that form the demotivation syndrome in government organizations in Ilam province. This research is a mixed (qualitative-quantitative) research in terms of its purpose, and in terms of its data collection method, it is a qualitative-quantitative research. The research approach in the qualitative part is grounded data (grounded theory) and in the quantitative part is a survey method. The statistical population in the qualitative part is university professors and experts in the field of management and organization. The number of samples in the qualitative stage was 14 people, according to the theoretical saturation level. The statistical population in the quantitative part includes all employees and managers of government organizations in Ilam province, totaling 29 thousand people. In this study, in order to sample from among the employees and managers of government organizations in Ilam province, a stratified random method was selected for the distribution of the questionnaire. In this study, the Cochran formula was used to determine the sample size. Based on the Cochran formula, the sample size is equal to 379 people. The data collection tool in the qualitative part is a semi-structured interview and in the quantitative part is a questionnaire obtained from interviews with experts, the validity and reliability of both tools have been confirmed. The data analysis method in the qualitative part is the grounded data method and in the quantitative part, structural equation testing has been used. The results show that using the results of semi-structured interviews during the coding stage and also inspired by the theoretical and empirical literature
